Brake Drum

Ok well for about a hundred miles my car has been making some wierd noise and until a few days ago when I took off the rear wheels to repaint the drums black I didn't know the cause I speculated the CV boot which I recently replaced with a cheapo fix. Anyway when my drum rotates it experiences friction and squeaks and is hard to rotate by hand. I will post a video tommorow the sound is quite pronounced at 60. P.S. it isn't the wheel bearing it has to do with the drum

if there isn't any problems with the shoes or the brake assembly, then it's the drums

Try removing the drum and filing down the inside edge of the drum; the edge of the largest diameter of the drum that is closest to the backing plate. It may have rusted and may be making contact with the backing plate. As rust forms it actually expands just a bit.

I sanded it and repainted it, there is no rust on the drum or the back plate

Not 100% but I think the pad is in contact with the drum and will not retract for some reason; could the rears need bleeding, I recently changed the brake fluid and bled the front only

Do you have disk brakes with drum parking brake, or just drum brakes? Correct way to bleed brakes is to start with RR, then LR, RF, LF. You only bled 1/2 the system. I doubt your bleed work caused this noise. Have you checked your parking brake?

Yes I have rear drums. I replaced the front brake lines, that is why I only bled the front. It isn't the parking brake, I have too pull it at least 4 clicks before it starts doing anything. It feels like the drum is in contact with the pad because it is out I suppose because I didn't properly bleed the system.
