On the 98 Camry there is a separate differential case, which can be drained and refilled separately from the transmission. This is probably also true for 99 model, since it is
Gen 4. The link here shows the differential, with cooling ribs, looking from the driver side wheel access panel. There is a 10mm hex drain bolt at the bottom, and a 17mm bolt fill hole on the side adjacent to the rib extrusions.

Be prepared for interesting task when refilling differential case through side bolt. Need to have hand pump or very long funnel tube. ....Not much space to work with .... maybe 2 or 3 inches.
Definitely suggest removing the transmission pan and washing out the powdery iron dust ... almost like talcum powder. Flushing treatment doesn't appear to be very effective. ... Not a complicated job. .... Need new transmission pan gasket. Repair manual says that it is not a good idea to invert transmission ... due to debris and dust in pan getting into valve body. There is also a strainer, which is easily removed and cleaned. ... Didn't notice much of anything on or in this part.
