Can you put one wrench on each nut? .... Place wrench handles so that they are just offset from each other ... maybe 20 or 30 degrees apart. Then squeeze both handles so that the two nuts come apart .... make sure that you apply force in the correct direction, so that they come apart .... not go together.
If you have already damaged the faces on one of the nuts, you will have to resort to vice grips or maybe a pipe wrench on that one. However, the two wrench offset technique ought to work, if you set it up correctly.
Actually, I think that you are supposed to use flare nut wrenches on this type of assembly .... to avoid damaging the nuts. Open end wrenches might work ... or maybe not.
