USA Windshield Wiper Motor Freeze Up

I am having a problem with my windshield wiper motor not working when the outside temprature drops below 35 degrees. I had this problem over 2 years now. Usually, after the car warms up and driving it for 15 min the wipers start working. But lately its been getting worse to the point it will not work if its cold outside. I always make sure that the wiper blades are not frozen to the windshield.

My question is what do I need to replace to fix the problem. My first step is going to replace the wiper motor. Would replacing the wiper motor be the first ideal place to start?

that would be the first thing i would replace too.

I would suggest checking the wiper arm are linkages before replacing the motor. Try oiling the linkages they may be corroded.

when it drops below that temperature again, disconnect the wiper arms and see if the problem is with the motor or the wiper arms.

it's worth a look. Though, usually with our cars, it's the motor that goes.
