My bro's 99 I4 XLE needs new struts and springs. He's not looking for performance, just something comparable to stock. What would you guys recommend that is cheap?

Consider the Monroe Quick Struts, especially if you are replacing both the struts and springs. They are a 1-piece strut and spring assembly, along with a new upper strut mount and all the rubber pieces already installed. You just unbolt the old assembly and bolt these back in. No need to compress the old springs to get to the old upper strut mounts and rubber pieces to reuse them. Many times on the 97-99 Camrys that upper strut mount was causing a clunk when going over bumps. This is a unit that replaces everything with less labor involved. I found that Pep Boys and Murrays had the best prices on these on my area. I think they were around $170 each side.

The clunking you are talking about...I have that in my rear right. That is the strut mount and not the strut itself??
If it IS just the mount...how do you know when your struts need to be replaced?...cuz I thought it was the strut making that noise so it needed replacing.

You are never really certain what exactly is making the noise. It is usually the strut mount, but there is no way that I know of to be certain. That's why I opted for the Monroe Quick Struts. It replaces everything in the strut assembly that can be making the noise. As far as when; you can push down on the rear bumper and see how firm the struts feel. How long does it take for the rear to stop bouncing; a old rule of thumb used to be the back end should bounce 1 to 1-1/2 times and then stop. Any more than that and the struts are weak and need replacing. You can also do the bounce test on another car with known good struts and compare it to your car.
There are also other things back there that can be making noise. Swaybar end links that have gone bad, swaybar bushings that need replacing, or the rubber busings in the 2 rear lateral control rods on each side. I had one of the rear lateral control rods go on my 94 Camry. Have someone with suspension experience inspect these things for you, if you don't feel comfortable doing the inspection yourself.

The struts are original to the car...and as you can tell by my sig..it has over 323,000 miles on it. I dont get excessive bounce, just that annoying bumping sound.

The struts are original to the car...and as you can tell by my sig..it has over 323,000 miles on it. I dont get excessive bounce, just that annoying bumping sound.
my 97 camry 4cyl was making chunking noise in front, first i thought it was the strut mount as well, so i changed the strut mount, and the noise was still there, upon further investigation, turn out the front left sway bar way was dry, i replaced the sway bar link, and the noise went away.
to answer your topic question, i just replaced my 99 solara v6 se stock struts with aftermarket tokico HP blue, the $320 shipped deal from ebay, i changed struts only, still keeping the oem springs, no drops. the ride is a little bit firmer, stick to road, not harsh at all on both highway and local, the floaty feel of the solara ride is complete gone.
before i change the strut, the car was pulling to the right because i ran into a big pot hole and blew a strut, so i replaced with a spare old one i have. i figure i will go get an alignment done after the toikco installed, but now after i replace all 4 new strut, the car magically running straight again, no pull left or right on flat road highway or local.
