4th Generation Can shock absorbers go bad from long storage?

I just bought a set of 4 Tokico HP shocks for my 2001 Camry. They are brand new in box but the guy I bought it from had it in his garage for a long time. I'm not sure if it is months or years but can shocks go bad or lose rebound from such long periods without use? I haven't installed them yet so I don't know how they perform. Thanks.

um...yeah they are totally shot, soooo, send them to me and ill take...care of them for ya.

na man they should be fine, just think, tokico prolly has them sitting in a warehouse since they were made in like 2000.
