99 LE P0446 and blinker issue

I'm looking to buy a 99 Camry LE 4-cyl. I own a 97 LE 4-cyl with 200+ miles and love it. Struts have been the only problem in 6 years.

Two problems are apparent with the 99. Check engine light is on and through AutoZone I get two P0446 codes. From what I've read here, P0446 is not a big deal. I can handle that. The other issue is the blinkers (turn signals) don't work. Parking lights and brake lights work but the turn signals (either direction) and hazards will not work. I don't even hear a clicking noise. I didn't check fuses. I don't know if this is a big enough deal to walk away or if an easy (cheap) fix. Any thoughts? Thanks.

pull out the ash tray on the drivers side and u will see a wall of fuses in there....look on the back of the ash tray for the fuse that says turn....if that fuse isnt blown then i would think its the flasher

At the time of checking out the car, I didn't check the fuses. Short on time and short on light. I'm going to look at it again a second time. If fuses are okay, how tough is a relay?
