4th Generation help with part! not sure if this fell from my car

Can someone help me identify whether this is actually a 1997 toyota camry part?

I was driving in the parking lot of a post office, and I heard something fell to the ground. I also ran over the part.
I assumed it was something that fell out of my car, but when I took it to a Wal Mart mechanic (yes, i was still able to operate the vehicle), the mechanic wasn't sure what it is (he's probably an oil change expert)...he also suspect that the part may in fact fell out from another car.

Need help!

That looks like a belt tensioner, but not from a Toyota. Looks similar to one off of a GM, and you would really notice something was wrong it it came from your car.

I didn't know that any employee at walmart could be considered a mechanic! I always thought they specialized in screwing up your car, not fixing it.
