Does this happen all the time or does it start sometimes and not others? If you are lucky your starter is going out and the Bendix gear isn't connecting with the flywheel. If you are not so lucky the starter has damaged the teeth on the flywheel and there is a worn spot that the starter can no longer turn.
Starters are fairly easy to change out if you want to try your hand at it. If you take it in to a mechanic ask them to check the flywheel teeth also if you can afford it.
Now a bit of witchcraft. I don't know why it worked but when my 1990 did this I found out that if (after hearing the whine and turning it off as quickly as possible) I waited about 20-30 seconds before trying again it usually started up on the second or third try.
