Do a search for posts on fan resistors. I'm not familiar with how the 1999's is configured. However, when they wear out the fan looses the low speeds first and finally it defaults to hi speed. The 1990s can be replaced or even repaired, I expect that the 1999s are similar. It shouldn't hurt anything if you only use the higher speeds.

Hey Daveofstrength.
Do you have a follow up as to what the problem was? This same problem just happend to mine last night. Only HI speed works, no more 1, 2, 3.

Thanks.
Jer.

You both have the classic symptoms of a bad blower motor resistor. Do a search. This has been covered numerous times. It's very easy to replace.
