3VZ-FE ACIS valve

Hi guys,

one question: As far as I understood, the ACIS valve on the 3VZ-FE engine should be CLOSED below around 4000 rpm. Closed means the vacuum solenoid should be activated.
Is that also true in idle rpm and when the car is not driving?
(If I let the engine run, car stationary, and let the engine rev up (standing in front of the car and looking at the ACIS) it does not do anything.
Is that ok or? Or is it broken?

The ACIS is always open and closes (from my experience) when over 4000rpm and WOT. The ACIS will likely do nothing when revving the car.

when parked you can only see it working if you flip the throttle wide open you'll see it move a bit. (while running). its made (from what i remember) to actuate only when above 3K rpm's, and at WOT.
