Factory alarm chirping all the time - Help!

My nephew's 1997 Camry has a "Toyota VIP" alarmwhich is in a wierd state where about once every 30 seconds it flashes the lights and chirps 3 times. The red alarm LED on the dash constantly cycles through a flashing pattern. All of this (light flash/chirp/LED) happens both while the car is turned off and while driving. The only way to make is stop is to disconnect the battery. The flash/chirp behavior seems like what the alarm might do when it arms/disarms, however it's not arming in this case. He's had the car for 8 months but this only started recently. Anyone seen this problem or have a guess what it might be?

Wow, very un-Toyota like behaviour! Perhaps decyphering the LED code flash may help, see if you can work out it's sequence. Sorry, never heard of this, on any car.

try resetting the ECU.

This sounds like it might be similar to the SecuriKey+ alarm system that I have on my 98 LE Camry. Do you have the ignition key/ security transmitter for your car?
The three chirps might indicate that there is something obstructing the doors .... a seat belt maybe.
Do you know how to set the alarm to the Valet position?
