Talking Electrical system dies after key removed

Hey guys,

i absolutely hate troubleshooting electric problems so i'm hoping someone here knows of this issue.

I have a 99 camry le, I4. the dome light stopped working the other day. replaced the bulb, still doesnt work. whatever, i don't really care.

well, stranger than that, whenever i remove the key from the car, nothing electrical works that should (turning lights on, power door locks, etc).
When I put the key back in and turn to ACC, all systems function normally (except the dome light..still). The clock and radio still have their presets.

I figured possibly a short in the dome light, but I would assume it would cause the door locks, etc not to work at all times, not just when there is key in ignition.

checked the fuses, nothing seems busted.
any ideas? thanks.

Have you checked all fuses (under dash and engine bay)?
