93 Camery turn over, but won't start

Hello all. I'm brand new to this forum, so I hope you can help me out. I'm posting this for a friend of mine. Please see below: Thanks in advance!!!

93 Camry 4 cylinder. Wife started it in the morning to warm up and defrost. Went to leave 15 minutes later and it had died and wouldn't start. I tried to start it but crank as much as I wanted even running off a shop charger it wouldn't start. Checked spark plugs and all four had good spark. Checked fuel and it had flow on the engine side of the filter. Compression seemed to suck. Okay it's probaly the timing belt so down to my local mechanic. He checks it and the timing is 180 degrees out, timing belt and gears are in good shape....belt had not slipped a tooth or several. Plugs are in good shape. Cam looks in good condition. Engine is a non-interrupting design so the valves can't be struck by the pistons. But compression is 30 psi on all 4 chambers....he even did a bleed down to double check. Rings are in good shape. What the heck could be the problem?

How did he establish that the timing belt had not slipped? Especially if the timing was 180 degrees off? I am not enough of a mechanic to flat out say it isn't so but I am curious, none the less.

If the compression is down to 30psi on all cylinders wouldn't that suggest that the valves are all off about the same. In turn, wouldn't that point to the cam shaft (it would affect all 4 cylinders equally) or the timing belt?

Just some thoughts,

There is a key and slot on the crank pulley .... If the key has failed, then it might be possible for the timing belt to be intact, but not synced. ... Doesn't sound likely, though.
If it is in fact a timing problem, you will probably have to remove the upper and lower timing belt covers and see what is going on.

With the Crank gear key turned straight up, the cam gear dot/hole will either be straight up or down 180 degrees . If it's 180 degrees and on the bottom then you have to turn the crank another revolution. then the crank should be on top dead center and the dot/hole on the cam gear will be at the top.. You are correct that the valves will not get bent if the timing belt breaks.
It almost sounds like the lifters lost their prime.
The only way it could be out of time is either the belt stripped some teeth and the cam is not really turning . or the cam actually broke into or the distributor rotor had a screw that came loose and is firing at the wrong time. But since the compression is so low I think the belt is stripped. Try this, Remove the distributor cap and turn the engine over. Can you see the rotor turning continuously or is it turning and stopping. Let us know what you find out... Good Luck!
