The brake pedal needs to be pushed to disengage the trans lock out solenoid. Check to see if your brakes lights are working as both systems use the same switch. If not working then check the switch, fuses, bulbs, wiring, etc.

Does the radio have a security system? Any other of the cars systems not working?

I say check the stop light switch that the brake pedal is supposed to dis/engage. Is all your brake lights out? If so it gotta be the switch.

had the same exact problem a few weeks ago, brake lights didnt go on/couldnt shift out of Park, the STOP fuse blew out, here's how you can fix it:
1) next to the base of the steering wheel to the left, there's a pocket to store coins/etc, take out that pocket
2) turn the pocket around, it has a guide to all the fuses inside, look for the STOP (15A) fuse, 2nd column & next to last on the bottom
3) get a plier to pull out the fuse, check it, its probably blacked/blown out
4) get another 15AMP fuse and plug it back in the same spot

this will fix the problem
first time this happen it was a pain, then it happened 2 weeks after, then it happened again last weekend (where i went through at least 10 fuses in 2 days), finally realized i had a short circuit in one of my wires in the trunk, you may want to double check your wires if this happens more than once

I found it...the wire bundle in the trunk has exposed wires that were shorting...
