2000 4cyl camry ?'s

I have adopted my brothers camry while he serves our country in Iraq.
He rides in Blackhawks keeping the badly injured alive while they transport them to hospitals. Okay to the point: his camry has 90,000 miles,
cooling fans never shut off unless you unplug them (even at 20F) I am looking for which switch or relay to replace and location.
The timing belt needs to be replaced. Should waterpump be changed also at this time? What should I expect to pay at dealer? Anything else I should service at this time? Car seems to run great THANKS for help!

the relay to the fans seems to be messed up...they are never off? constantly running?

Just as a test .... unplug Water Temp Switch no. 1 ... located at the lower passenger side of the radiator ... One light blue with white stripe wire, and one white with black stripe wire. See if the fans turn off.
If fans turn off, with the switch unplugged, check for switch function at hot and cold engine temperatures... You should see the switch open at high temp .. above 200F or so, and close at low temp, below 200F.

Wiring diagram for fans is difficult to decipher ... but you should see a temp switch function ... either open or close ... as a result of temp change....
Guessing that fan on all the time condition is a fail safe function when the temp switch is not working.

Maybe you could go by a part store and see if any CEL codes are being set ... your car should have the OBDII test capability.

As for getting the timing belt replaced, check this site for local dealer's coupons in your area. Most dealers in an area will honor other dealers coupons from the same area. They want the business. Here in the Chicago area, the coupon price for a 4 cylinder 5SFE engine is usually $199. V6's are a bit higher. As for the water pump, my vote would be to leave it alone if it's not leaking. Most don't fail before the next timing belt change, but you are taking a bit of a chance. It's really up to you and how much more the dealer wants to change it at the time of the belt change. A fair price would be the part cost of the pump plus an additonal hour of labor.
