3rd Generation chugging/shuddering below 2600 rpms... ??

We have a '96 Camry V4 automatic chugging/shuddering at 2600RPMs or below, regardless of speed. Above 2600, it sounds fine, again regardless of speed. There are no other recognizable/visible/audible indicators of trouble (temp is good, oil/filter are new/clean, etc).

Any clues as to what this might be or what to check?

sounds like you have a vacuum leak somewhere- I presume that the engine does the exact same thing when idling
