exhaust camshaft install

Rebuilding my 5FSE and having trouble getting the exhaust camshaft to properly sit into the bearing journal.

Followed the TSM and installed the intake camshaft. I get the timing mark alignment with the intake cam...dots line up, intake camshaft 10 degree BTDC, etc.

However after following the TSM, it seems that the exhaust camshaft doesnt lay into the journals due to the intake camshaft's gear teeth. The camshaft is flat (not rocking) but is 1/8" from sitting in journals. I have moved the intake camshaft CW and CCW but the exhaust camshaft just doesnt lay into all the journals. I dont want to force it and casue a crack in the head or camshaft. Is this normal and when I tighten it down the caps in the proper sequence will it seat into the journals?

4th Generation

One of the cams has a place to put a bolt so it doesn't unspring. If you didn't that would explain it not sitting flat. Let me know

yes, I have the service bolt in the exhaust camshaft through the manin and subgear.

Well, are you sure its not sitting right just because one of the lobes on the cam is pointing straight down on a lifter? If it is, you should be able to just tighten it down and it will open that valve.
