Help naming 1997, 5S-FE engine part

I cannot fing the correct name of this part http://www.geocities.com/audax/P1080019.JPG
I need it to replace it because the small piston gets retracted by the vacuum when the engine starts, but when the trottle is released to engage the forward drive, it gets stuck and as consequence the engine doesn't hold the idle speed.

I think it's called an idle-up valve.

I went to Toyota today with a pic of the part. They didn't call it "idle-up valve", instead they use the term "dashpot". I asked for the cost and I was stunned to learn that one has to buy the complete trottle assembly for $1,000+!?!? Nuts!
Now that I have the correct name, I found universal dashpots for $36 on the web!
