At minus 20 my first instinct is the battery. Even if the lights are OK there may not be enough juice to work the starter. Make sure that your battery connections are clean and tight. Get a jump from a running car. Leave it hooked up for about 10 mins before trying to start the car. That would assure you that you had power. If it still doesn't start let us know if there are any "clicks" or not (one?, several?). Right now I understand that there are no noises what-so-ever. The starter doesn't turn the engine over and there are no solenoid sounds and you can't hear the gas pump.
Heck, at that temperature maybe your oil is frozen!
