Are my piston rings blown?

Ok I went to change my oil today to find out that my oil level is not showing on the dipstick, right I'm on a jack okay, put it down and it still doesn't show up. Okay so no oil, I put some in and what looks like sludge is forming around the oil filler well burnt oil.

Next I see my valve cover is leaking, note to self use RTV sealant don't rely on Toyota seals. So I think, shit. Then I go to the tailpipe to see if there is any oil because 4 quarts doesn't dissapear, and there were no signs on the driveway. SO it happens there is oily shit around my tailpipe like its coming from the engine.

So as my title says are my rings blown or what?

I didn't change the oil yet I just added a quart which brought it up to midway between full and low because I need to go get a new valve cover gasket which I will do tommorow and seal with RTV. The oil pan is only wet because of the oil from the leak from the valve cover

I guess I'll throw some fresh dino in it, I changed the oil when I changed the valve cover gasket about 4,000 miles ago. PCV valve is clean. So I will just see what happens with that fresh oil and valve cover gasket WITH RTV sealant which I heard wasn't necessary To that. I just got really concerned when the tailpipe had oily residue filming it.
