98 Camry engine safe Oil Level

Can some one please tell me what is the safe level of oil above full level. Recently I hve bought a 98 camry. When I checked the engine oil level it is about 1cm above full mark. I checked the level after letting the car on running for about 3 mins and about 2 mins after stoped.

Will this damage oil seals and clutch..?

1 cm is about 0.4 inch. That shouldn't be a major problem. Definately won't hurt a clutch or transmission. Why not drain about a litre out and adjust if necessary?

If the last owner didn't tell when he last did it, who knows when it was changed. Might as well do an oil/filter change.
