Sluggish steering on '92 Camry

I have a 1992 Toyota Camry XLE automatic with the 5S-FE engine.
Recently I have noticed that when the weather gets below freezing the steering begins to feel more difficult. It seems especially sluggish when it is returning to the home position after making a turn. Sometimes is will stick in one spot while returning to the home position and i have to give it a nudge to return it to "straight". Other than this the car is handling perfectly, and the steering is still smooth enough to turn with one hand.
I am able to turn the wheel fully to the left and right with ease when it is and parkesd, so I do not believe it is the power steering and the steering makes no noise whatsoever and my PS fluid is full. The wheel, just seems to wanna "stick". Do you guys have any ideas what this could be, or is it nothing and i'm over-reacting?

How many miles? The problem might be wear on some gear teeth ...within the rack or steering mechanism.

I have a local independent muffler shop that I take my car to occasionally...They can put it up on a rack, and usually find any sort of steering or suspension problem ... Things that I would overlook....Usually, if they just tell me what the problem is, I can take it home and fix it.
