Does anyone know if the headlights from an 02 camry will bolt in place without a mod into the 95 camry?

certainly not....the slots for the light assemblies are completely differently shaped...
the gen 3 headlights dont slope aggressivly like the gen 5 headlights do, and the brackets and mounts are completely different....as are the hood, bumper and grille...it WILL NOT work without major modifications...
you can always...make them fit....i dont think it would look particularly attractive IMO

Did you mean the 2001 (Gen 4) Camry? They have a similar design, but the 2002 (Gen 5) will certainly now fit.
