1999 Camry ABS Light On

ABS Light is on-comes on immediately after ignition is turned on and does not go out after engine starts. I opened the hood and listened to the ABS actuator and did not hear any sounds. I would like to reset the ABS light so I could get the codes. Car will not pass inspection with this issue. I have checked the threads and have not found how to do the reset/code check on this generation Camry. Does anyone have the steps/ or manual pages that explain how to do the diagnostics?

I think you need a scan tool, , take the car to a shop. Those tools are expensive, around 700 to up
