Umm, test light? That's just a known good bulb with some wire leads. Without either a meter or a test light the only options I see you having are 1) change the bulb, see if it works, 2) change the fuse, see if it works, or 3)physically inspect the wire for cuts or breaks.
Connect one end of your test light to the negative terminal of the battery. Touch the other end to the positive post to see if your test light still lights.
Now with the negative terminal still connected to the battery, probe the test points on top of the fuse. Your light should light on both test points. If it does, you have confirmed that the wiring is good up to the fuse. If it only lights on one test point, then you have a bad fuse.
Continue, using similar methods, to probe the socket for the side marker bulb itself. if you have power there, you know the wiring is good, else you know that there is a break somewhere between the fuse and the bulb.
