sounds just like my maw-in-law's 99. my guess is it's the air pump. hopefully i'm right, and the end of the crank isn't about to destroy the rest of the engine
iono what the problem is but it doesnt sound to healthy..

Sounds like the belt slapping the plastic cover. Did you replace the Tensioner?
yeah it wasnt replaced at first but then i had it done to see if that would fixe it but it sounded the same im going to check the cover to see if it is hiting
after it warms up it stops and i dont hear it while driving and i dont hear it past 3000 rpms or under 1000 rpms

The reason I thought it may be the belt is loose is because that is what happened on my dad's 96 I4 witht he original belt. Started at around 55k miles actually. IT sounded just liek that on a cold start, then slowly went away as the car warmed up.

Sound like the timing belt was not tensioned correctly (the lighter tap/slap noise). The 4 cylinder 5sfe doesn't have an automatic tensioner like the v-6. If the tension isn't set correctly, the belt will slap the upper cover at 2000rpm. If you had it done by a shop, they might not be familiar with that. The spring that is on the tensioner is not enough in most cases. You have to "assist" the spring by lifting up the tensioner more. PM me if you need a runthrough on how to adjust it yourself.

Will the sound dissappear after the engine warms up though ? If it's the belt slapping around, and a tension issue, I'll get into the process later next week on mine also. I can get the tensioning process from the FSM, or just finger it out either way.
Sometimes it'll go away, I believe it to be the camshaft moving more smoothly with the warmed-up oil. But that's still just a guess. It does seem to happen more when it's cold.
