i did an oil change just like normal, i was also going to change out my air filter but was unable to use the new air filter due to the fact it was to big so i put the old one back in for now.
after everything is said and done my car does not start. when i turn the key it sounds like it wants to turn over but wont get to that final part. any ideas would be appreciated.
does the starter sound like it does normally? (does it crank slower, any rapid clicking?) if its normal, check your vacuum lines to make sure you didnt disconnect any when you removed the air filter.
As for what you may have done doing the oil change, I can only think of:
1 - You left the lights/dome light on/door open and the battery ran down.
2 - You bumped the connections to the battery when changing the air filter. They need to be really clean and really tight. I spent 45 minutes trying to figure out why a car wouldn't start when the battery was new and connected properly, everything else worked. Near polished the positive cable, still didn't work. Negative cable was corroded on the inside, quick scrub with a wire brush fixed it up. So, check those battery connections.
3 - Still in D?
Does it crank, or just click?

i do have power. bat is fine. it is cranking over like normal, starter sounds fine. its just not starting up. i will check the vacuum lines but i looked over that whole area and everything is connected, i will double check. it is not in drive, it has been in park. thanks for the ideas, please keep more coming.
It would be a weird coincidence but check the timing belt (either pop the TB cover or remove the distributor cap if you have one and verify that the rotor spins when you crank the engine).
I'm not sure about the early gen 3s but the gen 2 would not start if the air hose to the throttle body was disconnected. Have you connected it back up since you changed out the air filter?
Typically the terms "crank" and "turn over" mean the same thing, the engine is spinning (but not running) when the key is turned. Then the engine "catches" or "starts" in a perfect world.
What year and model do you have?

its a 93 camry xle, i will triple check, when i last checked everything is still connect. i looked over the whole area and anything and everything is connected. it looks like i am just going to take it to the dealer and get screwed, i will let everyone know what the findings are. thanks for the suggestions
I had a problem just like that a few months back. All I did to fix is what push down very slightly on the gas when turning the key. VERY SLIGHTLY. I dunno why I had to do that or what the problem was, but it only happened twice and hasnt happened since
