There is only 1 fan if Im not mistaken. Some of the your vent tubing may be blocked going to the passenger side or maybe some has come loose and is not allowing air to get all the way to the vent. Like its leaking out somewhere else.

Interesting. Something similar has just happened with our '95 camry.
It stopped delivering air altogether from the center vents, and this after a noise like something was loose at the highest (fastest) fan setting.

Search the Gen3 section for 'center vents'..you will find my thread about what was causing it and how to fix it.

Verify that your passenger ducting is OK by turning on the heat and ensuring that heat comes out evenly on the drivers and passengers side. If heat comes out evenly both sides, you may have a weak AC system. If heat is weak on the passenger side like when the AC is on, you probablly have a ducting issue. Its always ggod to get a check up of your AC system to make sure your pressures are OK. A weak AC system and ducting length differences may bias towards the driver or passenger.

There maybe a sight gas in the engine compartment for you to check you refrigerant; if you see bubbles in the sight glass when it is running, you are low, unless it is full or completely empty.

Low refrigerant would cause something like you had described.
