3rd Generation Low Engine RPM at high speed

Asking for helps!

Recently I replaced Timing belt for my 1998 camry at 138k mile. Now I found a highway symptom: when car speed is around 20 mile, the engine speed could go up to 4k RPM, but when car speed is at 60 mile, the engine speed is very hard to exceed 2800 RPM no matter how hard I press gas.

Does anybody know what's the problem, is this related to timing belt?
