3rd Generation Relay and speedometer help

I went today to change the climate control box on my 96 Camry, and to check the instrument cluster to see how hard it would be to put in some white gauges. Now my speedometer is stuck at 42 mph and the tach reads 2.5 when the engine is off and 4 when the engine is started. I tried taking the cluster back apart and still the same problem. I thought maybe something just needs reset and disconnected the negative battery cable and when I hooked it back up the head relay started clicking and now the car won't start.

Any ideas?

I don't think it matters but is it an I4 or V6? Is the motor turning over and not catching or is nothing at all happening when you turn the key on? Are the indicator lights coming on when you turn on the key? In the fuse box behind the battery, check the EFI fuse and the EFI relay for correct operation. I am unfamiliar with a "head" relay. Can you describe it better, as well as the clicking noise?

Its the relay marked head in the main fuse box near the battery. When I put the key in the ignitionand turn it to accessory everything is normal except that specific relay clicks. When you turn the key to start the car everything goes blank like if you were trying to start a car with a completely dead battery. The relay clicks nonstop whether the key is in the ignition or not. Its a 4 cylinder 5s-fe.
