dropping idle after replacing intank manifold

hello, i'm new here and new to toyotas... tried searching but couldn't find anything over the topic.

just bought a 93 camry v6 3vz-fe i believe. the car had an oil leak from the rear valve cover. i took off the intake mani and replace both valve cover gaskets and also changed the spark plugs since the IM was off already.

my problem is, after putting the IM back on and plugging in all the hoses/vac lines, the car starts just fine (~2000rpms), but the idle just starts to drop slowly until sounds like it's dying (~400rpms). it also has a slight surging sound when it drops below 1000rpms. there is one ground that's not plugged in, but i'm not sure if it's connected to anything. here are 2 pix:

both grounds are from the shock tower, and the ground that is plugged in is connected to the IM somewhere. i'm not sure where the other one goes or if it even goes anywhere. any info will be helpful so thanks in advance.

also, could the drop in idle be caused from not having coolant circulating in the manifold?

any info will be helpful so thanks in advance.

One goes to the intake plenum. See if you can find the other end laying there.

Did you replace the plenum gasket too? Sounds liek you have a vacumme leak, and that may be the place of it. Recheck all your vacumme hoses too.

i found the loose vacuum line! it was hidden below some other lines. i still don't know what that extra ground is for?

btw, i did reuse the old plenum gasket, but sprayed about 3 coats of it on each side of the gasket along with 3 coats on the plenum and 3 coats on the engine mounting area as well (using the copper spray to help seal head gaskets).
