what do you call cheap? do you want rims or rims and tires?
cheapest would be junk yards or maybe craigslist or other want ads
maybe some used tire shops
(check the phone book for a place that sells used rims)
discount tire- here is a trick, go in with a print out of their wheel package page ask for the 17 deal, i did and would up with some nice 17 inch liquid metal rims and kunho tires for 711 bucks out the door mounted with locks and all.

jake - try Discount Tire Direct, or eBay ... for the IS300 wheels you will need a 5mm spacer in the rear, i believe ... theres a thread about the IS300 wheel fitment on here already tho
