'99 Camry, Securikey+ Alarm.. HELP!

I have a '99 Camry that every so often, won't start because of the this security system. It was dealer installed and has the 3 button remote.
Anyone know the procedure for reprogramming? The alarm has pretty much always worked doors locked, lights, etc. But the horn never beeped any unless you had the hood up and set it (go figure).
Better yet, is there ANY way just to kill it so it's never works again. I just want my car to crank, not worried about thiefs.
Remote # is ID-ELVAT6B if this is any help.

A friend of mine had a '99 Corolla with the SecuriKey+ system as well. She had similar problems and eventually just used a regular Toyota key without the remote. In other words, if you don't use the remote then you will never arm the system.

Now she has a DEI Viper 5002 2-way alarm installed and the alarm shop completely removed the SecuriKey system.

I don't know how to help you, but do you know how to make the horn beep when locking/unlocking? My car stopped doing that somehow.

Not sure, prolly reprogramming it. My horn has never "beeped" when locking unlocking. Everything else works though.
It pisses me off alot of times, I go to get in it and it won't crank, seems to happen when I don't even set the alarm. After I play with the remote and the car battery (take the cable off and on) it starts working. I would like to know how to just kill it for good. Maybe someone knows a procedure.
