yeah, get Eibach Springs or H&R OE Sports ... minimal drop ... H&R Sports (not the OE's) are also fairly mild, just ask eyeball96 ... i dont think he's had any problems with driveability on H&R Sports

honestly, on second thought, if youre limit to lower is really that low, money-wise and drop-wise, i don't think anything you can do is worth the time/effort/money ...
I'd say wait until you can get the cash to lower it. Go with one of Venom's suggestions. The only trim pieces around the wheel well I've seen are on a gen 3 Camry around here that has chrome trim on it's wheel wells that seemingly has no other use except for just looking plain ugly.

I'm not sure it's worth the cash for new springs and struts just to reduce the gap by one inch? Dunno.
If I didn't mind the speedometer being off a bit, could I just go with a higher sidewall height on new tires? Anybody know how far off the speedometer would be? Running stock tires on my Gen 4.5 now.
consider that with aftermarket springs, handling should also improve ... not just ride height ... ive heard good things about handling with the H&R Sports that i mentioned, cant say anything about the Eibachs because most people dont get them, so i havent talked to anyone thats used them
it wont be much, remember that at 100mph your speedo would read 97% if its 3% too slow and vice versa - which isnt much considering speeds under that will be a smaller difference and 3% difference is caused by a fairly large difference in tire diameters
