4th Generation '99 Camry (4 cyl.) PO110 Code - Need Ideas

I would like to hear from those who have dealt with this code and what remedies solved the problem. I know what the code points to and have replaced the IAC sensor. Did not seem to help. What test is there for the wiring to this sensor? I have a voltmeter.
I am also wondering if these cars have any history of ECU failure, called PCM in Haynes manual.
My symptoms are intermittent idle hunting, some occasional blowing of blue smoke at start-up, will drive fine but is a threat to die when stopped, with difficulty restarting. At times will only restart after sitting several hours.
Could a carbon-clogged vacuum line be a culprit? Clogged injectors? One mechanic suggested the MAP sensor but that's a different code, right?
Please toss out any ideas, please! Thanks - Jim

Sensor is a temperature sensitive resistor. It is powered by 5V from the ECU.

Resistance is something like 0.2 ohm at 212F, 1 ohm at 104F, 3 ohm at 68F, 5 ohm at 32F. Also check the wiring.

Did the CEL go out after replacement?

Blue smoke at start up could be oil in the cylinders.

Suggest you check the IAC valve which controls engine idle and can cause hard starting. Might also be the fuel pressure regulator.
