Weird humming noise

What's up ppl? Every now and then I'll get this humming sound that seems like it's comming from behind the dash. At any time during this humming sound, if I use anything that uses power (windows, headlights, turn signals etc.) or hell, even stepping on the brake pedal makes ALL my lights flash. If my car is idling while the noise is going on, my car after a couple of minutes shuts off on it's own, and after a minute or two while in the ACC mode, all the lights and fan and stereo will just come back on like nothing ever happened. Does anybody have any idea what it could be. My car is '96 5sp LE.

P.S-The battery and alternator are brand new. No check engine light or battery lights ever come on, so I guess that rules them out.... maybe.

check your battery positive and negative terminals...it could be loose and not all the away down..if you have corrusion built on both terminals.. clean both then re-tight both battery terminals... you could have loose battery terminal...
