3rd Generation 98 3.0 Inj pulse wayy too big

I had posted on camryforums, but apparently it's not working. Perhaps someone here can help. My camry is fouling plugs quickly because the injector pulse width is too large. I was able to finally get it to idle again yesterday after drying the plugs and unhooking the battery for a few mins.

I suspect the injector pulse is so high (up to 32ms) during cranking because the Engine Load Parameter shows like 55% while cranking. How is this parameter calculated on a toyota? I think if I can get to the bottom of that problem, it will run good. All other data appears to be normal. There is one sensor that says AF FT B1S2 : 99%. I unhooked the downstream o2 sensor with no change in data. Does this parameter point towards the downstream sensor? Let me know what you think.

Also, the car seems to have a couple pretty bad oil leaks (cam seal or valve covers) and it clatters on the top end when I rev it up. When I had it idling the other day the oil light was coming on.

The car is still hard to start, but I let it warm up earlier. The misfire monitor is showing misfires on cylinders 1,3,5 (the back ones). If I raise the RPM to about 2k, the car seems to run smoother and the monitor shows no misfires.

There is a round thing on my fuel rail also that has a tan/yellow plastic cap on it. When I popped it off a little screw fell out with an o-ring on it. I screwed it back in, but I'm not sure what that part is or if its causing my problem. The PN on the thing is 0332 23270-62010.
Thanks, let me know if you have any insights.

I fixed it! The rear camshaft was off by like 30*. Unfortunately someone didnt change the oil often enough and its all sludged up and i suspect the cam journals are screwed up in the head. Anyone know where to get a good deal on a low mileage 1mz-fe? Thanks
