In answer to your actual question... No, I do not think the clogged EGR is the cause of poor fuel economy. As long as an EGR valve doesn't hang open, it will only cause the exhaust to no longer recirculate and affect emissions.

True. A clogged up EGR valve on its own is not going to affect mileage, but if the EGR system is that clogged, imagine what the rest of the engine looks like...

Could it cause the engine to run too lean? I think a clogged EGR could screw up some cars.
The EGR air comes from the exhaust. So the air from your exhaust is dirty and clogged your egr.
That means that the combustion from the engine is not perfect (A/F mixture) ...bad sparkplug,broken sensors etc. ...or you are burning oil. (bad compression)
When floor your pedal, do you have black/blue smoke out of your exhaust? (someone must drive behind to see;-) )

Clogging the EGR has exactly NOTHING to do with robbing your intake charge of air. It was designed to send a portion of the exhaust back through the intake to consume unburnt fuel and particles to reduce emissions. It will not richen the mixture.
