1999 Camry fuel tank cover -- how to dissolve ...

The access panel for the fuel tank on this 1999 Camry 4 cylinder is slathered with an incredibly sticky black goo. I'm sure that it keeps water out from under the back seat,but it sure is obnoxious. And it's really hard to keep it off tools, metal parts, and me. I imagine that it dissolves in something so that tools and such can be cleaned. Anybody know what?

I use a heat gun to soften to get to my fuel pump. Cover it with baking parchment.

To clean, warm up the area and wipe with varsol or brake cleaner. if it is plastic, try alcohol, or spray oil rustproofing that will not attack plastic materials.
