95' 5sfe seems to be killing over at 91k miles, what should i get checked?

Well lately my camry has been hinting strongly in need of maintenence, somethings I am noticing is:

BIG drop in gas mileage, 22mpg for cruise control 50mph seems kinda bad.
If i hit a puddle, boom there goes power steering and A/C
seems like the car is running a bit rough, its not being very smooth like it usually was.

I know this is kind of vague, it just seems like all kinds of little things are about to go wrong at once. If anyone has any advice, let me know.

Has it had maintenance done with timing belt and spark plugs rotor, cap at this time?
were accessory belts changed?
If power steering goes, usually it is belt slipping, same with AC.
