1996 airbag front impact sensor location?

I have a 1996 Camry with the airbag light on. This site helped me figure out how to reset the light. But it wouldn't reset - got a code 15 - front impact sensor problem. This problem started about the time the timing belt was changed and some other work was done on the front of the engine so I am thinking maybe something happened to the wiring or the connector got unplugged then. Where are the sensors? I looked around the fender areas, the radiator, around the lights, and didn't see anything that looked like them although I don't really know what I am looking for. Are they up in the fenders and I have to take the lower plastic panels around the wheels?

^^^ Negative, there are definitely sensors in the front of the car. One on each side, up under the fender liner, yellow in color.

If memory serves, they're either in the fender wells as in the pic, or they could be mounted to the front bumper reinforcement.
