the power windows and power locks will not work at all, if you press the switch in each door it does not work. Where is the fuse or relay for the power windows

Is there a cover or bin lower left of the steering wheel? Shows it to be behind it. Think some have a bin which you open and then squeeze the sides in to release.

i checked those fuses, all are ok, and in the cover, none say for PW so there must be a relay.

Thanks, found the problem, the fuse was blown, put an other, it blew, so there is a short, great, the fuse was behind the steering wheel,
it was under a AC Duct, (remove the panel, has four 10mm bolts)

I found the short, the passenger rear door wires was broken, and someone tied to fix, they put all the wires expect they did not use electrical tape, or
shrink tubing.

Pics of the wires
