4th Generation First gear high voltage, why?(autotrans)

1999 camry auto trans recently posted with try to solve this electrical problem.... by the way i did REAL simple all my wires were melted together comming from my trans wireing harness,,,, Thanks to jose at the rebuild shop and his nifty wire wrapped fuse trick..... new wiring harness on its way paid for by jose ,doing the install myself for obvious reasons... but have a concern as to why im blowing fuses in first gear anyways.... there was a yellow wire comming from the main wireharness(the one w/ the most wires) off the trans near where the down shift cable enters the trans that melted off most all its insulation... when i put a volt meter up to it car running i get a reading of 14v in first gear and pretty much nothing the rest of the gears....normal? i know this may be vague info just trying my luck here thanks
