Brake cleaner can probably clean it up nicely. Check your PCV valve, that is the crankcase vent hose. The hose may also be a little old and hardened too, may have to replace it.

on the rear valve cover under the intake plenum

it's always a good idea to check and replace your pcv since it releases pressure as needed...often you can get more blow-by from the crankcase vent or leak from your rear main seal, etc because your pcv isn't working properly

At the front corner of the rear valve cover, I believe. Can't be 100% for sure, since I haven't seen one of them for a while. Anyway, it is somewhere on the back valve cover.

Sorry no pict! It is probably around $20 including the grommet, which usually falls apart on an older engine. Don't know about down under though.

This link is for a later model 3.0, but should be fairly similar to yours: new PCV valve (PICS)

No so much to do with improve mileage, well, maybe just a little. When the PCV system is operating, it lower the crankcase pressure, so oil won't get push out through the seals and gaskets when the engine is turning high rpm. A stuck or plugged PCV valve could cause excess oil consumption, oil leaks, etc

Most of the time it is replaced for maintenance purposes.
