Help 2000 camry ac fan doesn't work replacing blower resistor wasn't problem

Hi,
I'm not very knowledgable with cars, but am pretty handy when given instructions.

My sister's 2000 camry LE ac fan doesnt blow at any level, but on the freeway, a gentle but very cold breeze will come out the vents. I presume this is just residual air flow being at high speed and ac is working.

I read the forums and thought that the blower resistor was the problem and I removed it and replaced it. I do notice that others who had resistor problems still had fan use at some level, though. My resistor did have the same corrosion at contacts like other photos, so I thought that it was an easy fix. Now I am reading that prolonged delay of replacing the resistor might ruin the blower itself. My sister being the useless idiot she is gives no help in how long this problem has occurred, if it was a gradual loss of fan power, was is sudden, etc. she's been driving around in the heat for who knows how long. I only knew of the problem when riding in her car for the first time in years. Thought I'd help out, but now frustrated that it's harder than I thought.

I've tried to locate a fuse or relay but do not see anything other than the 10 amp fuse under the hood. I've found 3 fuse boxes under the hood (small one by the passenger light, small one by driver light, and large one by battery, drivers side) don't see any other boxes, none inside the car.

It doesn't look like there is a a/c cabin filter to replace in this model. Should my next step be to remove the blower? I'll need to borrow the torx tools, but neither I or sister have lots of money to bring to a mechanic.

thanks for any help and sorry for the long post, hopefully it will help others who like me are not that mechanical or knowledgable at troubleshooting.

There should be another fuse box behind the coin tray on the dash, just to the left of the steering wheel. Pull the coin tray out. If the owner's manual is available it should have the location of the fuse boxes and what fuses control the fan motor. If no fuse is out, you can purchase a 12 volt test light at most auto parts stores for a few dollars. Connect the alligator clip of the test light to any ground and probe with the sharp end of the tester for 12 volts. With that you can back probe the fan connector at the fan itself, with the fan switch turned on to see if 12 volts is reaching the fan. If it is and the fan is not turning, you know you have a bad fan motor. If 12 volts is not reaching the fan you know you have a wiring or a switch problem.

PS: There is no cabin air filter on this model.

Thanks mike for the reply and help. I actually got too antsy that day and took the blower out. One screw was really hard to get at and I had to push some wires out of the way. the squirrel cage on the fan motor had lots of dust, so I cleaned it the best I could. Plugged it back in and it worked!!
