scuff it good, get the clear coat all off, looks like youre about there, (hope youre wet sanding it) anywhere you burn thru to black plastic you will need to prime. id also say switch to 400 and wet sand with a sanding sponge to keep from getting finger valleys in your sanding. as long as youre painting the bumper on the car, you shouldnt need flex additives (according to my paint seller)
also be sure and tack cloth it, use wax and grease remover or prep cleaner, then repeat(with a fresh cloth!)

ive just used green scotchbright pads before to scuff the clear coat and that held up just dandy.

gotta ask, what up with the panhead screws showing? can you counter-sink them and fill with bondo?

Just got done painting my gen 3. Wet sand the bumper with 400 grit, try not to go thru the color coat. No need to go down to the primer if your color coat isnt peeling. Dry the bumper and you'll be able to tell what areas you missed because they will still be shiny. Hit those areas again until the bumper is completely dull after drying. You are now ready to paint.
