Instrument cluster panel not lighting up

Please help, I have a 93 Camry. The dash lights do not light up. I think it is possibly the dimmer switch, but at $45 I would like to verify it. When I turn on the headlights I get 12 volts to two of the dimmer switch connectors. I also get 12 volts to the lights at the back of the instrument panel. Unfortunatly they don't light up. I have pulled one of the bulbs and check it. It lights up fine in my hand with 12 volts applied. I think it is some kind of grounding issue but do not know where to look.

Well, below the dash on the left, near by the windeshield wiper control switch, there is a little round control switch that decide how bright the dash light should be. I dont know if u had a look at that.

Yes I have checked that. That is where I am reading the voltages on its connector.
