are the rear/fronts swappable?

I dont think they are. The belts in the front are longer if Im not mistaken.

They are mounted differently for one thing, the front ones are vertically mounted while the rear ones are horizontally mounted. And the locking mechanisms won't work if mounted differently.

Has anyone ever tried to clean the seatbelt mechanism ? My front seatbelts do not recoil unless I help them.

Try cleaning the guide loop with some very fine grid sand paper, sometimes that works.
