3rd Generation Running cold

Hey guys, I've been having some issues with my '95 4 banger. I replaced my radiator this summer after the top developed a crack and now it runs really cold when im driving, especially when i have the heat on, the needle hovers just above "C" on the temp gauge. It is normal when im stopped though so i don't think its the thermostat. Winter is coming fast and i would really love some heat haha, any suggestions?

The thermostat is stuck open. When you're stoped no air is flowing through the radiator, so the heat starts to build up bit. When you start moving, the air cools off the radiator again. With the t-stat stuck open, the coolant is just constantly flowing through. So, it can't build up any heat. Change the t-stat, and your overcooling problem should be fixed.
